Needed a command to stop startup running program

start up running program, and what is command for Windows
2000 Pro.

Note that there are both Startup Manager tools and Startup Monitor
tools. Some do both.

I use Mike Lin's 'Startup Control Panel' on a W2k system. This
allows you to disable startup items on a (semi-)permanent basis
and has the benefit of allowing you to reinstate items later if
desired.
