Need to reboot whole computer....help!

I have a laptop and after I started deleting temp. files randomly....yeah I
know stupid move but anyway my computer just doesn;t work properly it lost
its networks and its drives and wont open anything. I can't even open up
system restore. So right now I just want to start off from scratch. So how do
I go about doing that because I've screwed it up before. I was thinking of
using my reinstallation cd but wasn't sure, help would be greatly appreciated.

I couldn't say for sure. Have you looked in your manual or on the
laptop manufacturer's web site for details. What is the make and model
number of the machine?
