Need to re-install Windows

Hi.
I'm at a point where I need to re-install windows and was planing on using
the recovery CD that came with my computer.
When I launch the computer with the recovery cd inside it, I get: "You can
not use this program", and I have to OK it and nothing happens.
This computer originally had Win 98 and I upgraded to Win XP when it came
out.
What can I do to whipe everything out and reinstall windows 98 then run the
XP upgrade?
I was able to insert the XP Upgrade disk and reinstall it but it created all
the same folders I had except with the word WINDOWS behind each name. So Now
I have : "All Users WINDOWS" right next to the "All Users" folder, in
Windows Explorer.
Just to use one example.

Will I have to buy a full XP cd?

I've done this before but this time I keep getting that "You can not use
this program" message from the Magnell CD.

Hi,

Boot the WinXP CD, start setup. When you get to the point where it offers to
repair an existing installation, instead delete the system partition. Then
create a new one from the free space, format it and proceed with the
installation. Before it gets that far, it should see the existing
installation and qualify itself for the clean install. Otherwise, we will
need to do this the hard way from a 98 boot floppy.
