Need system properties

Cant open system icon in control panel or get properties from right clicking MY COMPUTER in explorer. Cant get MY COMPUTER to come up in the start menu either. Need to get to Device Manager. Is there any way to reinstall over the top or something. Help will be greatly appreciated.
 
We have the same problem, the gentleman below (Mr Wickes), provided a solution, however mine would not run from the "Run" dialog box, so I did a computer search (Find Files) then clicked on the file, I also copied the file to my desktop so I could access it easily. Here is the solution by Mr. Wicke
