Need Help

I don't know if someone deleted something or what.The desktop loads up and you can get online but you can't get to any of the windows programs ,specifically... control panel.When I click on control panel or any other windows program it wil start to load up ,you know how the hourglass is showing,then it turns solid blue and then it goes back to the desktop.We thought we could just put the Windows XP disc in and reinstall, but that appears to have made matters worse
please please please HELP.

It is conceivable that software has been installed on your PC without your
knowledge. If possible, install and run one or both of these utilities,
which will detect that software, and give you the option to vanquish it...
