Need Help with *GOOD* Pop ups not loading!!!

When I visit a site that opens a new window, I get nada... a white
window, with the XP flag waving in the wind.

My 411
XP pro - all updates - removed all pop-up blockers, Google toolbar,
and ran Adaware and S&D.... Even started with all Startup/Services
(other than MS) turned off. Same thing.

HELP... I'm ready for anything short of a full reformat.

ps to MS this same error is in several MS ng's with *NO* replies....
