Need help with DirectX9.0b

When i download directx 9.0b i get the message could not
copy file installation incomplete. Plus it is says that
the software has not passed windows logo testing. I have
tried downloading it many times but they all have the
same error.
 
Getting the same thing here. I've read that uninstalling
a hotfix solves the problem but the hotfix won't
uninstall!!!!
 
Which hotfix is that?
