Need help with a hotfix!

I was given a hotfix to resolve a problem I have downloading software from
other websites while using America Online. I downloaded and it was unzipped,
how do I install it and get it to work properly? I unzipped it to the Windows
folder...

SYMPTOMS
When you try to download a file by using America Online (AOL) software, the
download process may abruptly stop with any type of network or Internet
connection.

Additionally, your computer may abruptly drop your connection to AOL if you
are connected over a broadband connection, such as a digital subscriber line
(DSL).

CAUSE
This problem may occur after you install Microsoft Windows XP Service Pack 2
(SP2).

RESOLUTION
Hotfix information
A supported hotfix is now available from Microsoft, but it is only intended
to correct the problem that is described in this article. Only apply it to
systems that are experiencing this specific problem. This hotfix may receive
additional testing. Therefore, if you are not severely affected by this
problem, we recommend that you wait for the next Windows XP service pack that
contains this hotfix.

To resolve this problem immediately, contact Microsoft Product Support
Services to obtain the hotfix. For a complete list of Microsoft Product

How about a "Read me" file where it unzipped?

Otherwise look for an executable (*.exe) and double click first.
Reboot first.
