Need Help...For every program I try to run I get a "Windows cannot open this file" error And have to

The exact error reads:

Windows cannot open this file:

File: any file. .exe (files such as cmd.exe, or rundll32.exe or
setup.exe, ect)

To open this file, Windows needs to know what program created it.
Windows can go online to look it up automatically, or you can manually
select from a list of programs on your computer.

What do you want to do?

Use the Web service to find the appropriate program

Select the program from a list

OK Cancel

I get this problem no matter what program I am trying to run. I then
go and find the program using the 2nd option and open it to run. It
then runs and does its function. Most of my Icons on the desktop are
blank generic ones. I have found and removed all viruses, and spy
ware. This is the result of some one trying to stop a bunch of porn
pop ups who did not know what they were doing as they blindly starting
deleting. I have also done a re-installation of the OS. (XP Home).
Some programs that it tries to run, such as rundll32.exe does nothing
when I click on it. It is just as if they .exe file association has
been removed.

Any Ideas would be gratefully appreciated.
