Navigation bar images won't publish

The navigation bar images (ex: "back" and "next") won't show up on some of
the pages when I publish my website but they show up when I preview the
pages. The actual words "back" and "next" are shown, but they don't include
the decorative image (i.e. capsule, block, etc.) I selected. Can anyone help
me with this? I'm using Frontpage 2003. Thanks!
