NAVAPSVC service could not start?????

I have noticed that the Windows XP Pro service known as NAVAPSVS is set to
automatic but is not started. When I try to start it I get the response
"Could not start NAVAPSVC service. Error 3 The system cannot find the
specified path". It is dependent upon the RPC service and that is started
OK so can anyone please tell me:-

1. What this service does?
2. How can I get it to start?
