Navagation Problem

I inherited a web site that has shared boarders across the top and bottom.
This is okay. However, it appears to also have links along the left side
that are Frames.

Can the two be used together?

Here is the problem:
Once you select the link that brings up a split frame, you cant get rid of
the split. If you were to put a link that takes you back to the home page,
the home page will be displayed in the right section of the split screen
which is totally wrong. There doesn't appear to be a good way to get back
to the home page and have it displayed properly.

Nav bars and frames are not recommended since you can't target individual links
