Natural Keyboard shortcuts Not Working

In short the problem that i'm having is that the inbuilt windows shortcuts on
my computer are not working. that is WindowsButton + e , + f, ect... just
have not been working - the only exception to this is WindowsButton + u for
the utility window. Most of the time i just reset the computer and it starts
working again but this time it hasn't. I know some other people at my work
also have this problem. Anyone know what causes this and a fix for it?
 
Thanks. I didn't run the applicaiton but i did set the registry key and then
delete it and it's now working again (though why it wasn't working i can't
say since that registry settings was not there in the first place)

The problem has started again.
I realise that it is being fixed by loggin in and then out then in again and
the keys work.

I'm trying to determine if an application that runs at our organisation is
causing the problem which is very likely.

We have now implemeneted an application that starts up on login and prompts
the user to agree to terms and conditions. It locks out keyboard shortcuts
and is perhaps not allowing them when they click i agree.

The problem was the registry key
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoWinKeys

That was being set to 1 very early on in the login stage. So the windows
initialised as not allowing windows shortcut keys. Then even though that key
was then set back to 0 it does not refresh until you log out and log back in.
