I send out E-mails for others, I do job searches for people on-line. How do
set outlook up so that the E-Mail is "coming" from them and not me?

You probably can't unless they are on the same Exchange server as you are
(which seems unlikely).

Only other option would be for you to log into their mailbox as them and
send the mail from there -- but that's not a good option.

Could you create mail accounts for them with Hotmail or somebody like that
and send from there?

Assuming you use POP3 or IMAP and your SMTP accepts mail from any email
address, you'll need to replace your From address with theirs. The easiest
is probably to make new accounts in outlook with their name and address
information and choose the account when sending. (Set up the pop3 or imap
account with fake server names - like localhost - and set it to never check
for new email.)
