I pinged a guy that had a similar problem. He told me that an MS Engineer wrote the following, which I find useless, but feel the need to post it here anyway for completeness
"I understand the problem occurs on the emails with identical address. Based
on my research, the display name is defined by the mail header which is
defined in RFC822. Based on my test, the quotes around the display name
mean the message you sent is an external mail. When you received an email,
if you hit "Reply" instead of picking the email address in the Outlook
Address Book, Outlook will consider you are about to sending an Internet
mail, which results the quotes. I noticed that you get 'John Lertzman' and
'John E. Lertzman' for two different emails with the same email address.
Actually, this is a result of the different display names set in the sender
side. The sender may have more than one email client software, i.e. one in
office, one in house, if the display name are set differently, the name you
see will be different as well which is the result of difference in the mail
header
In the other hand, the display name appending the email address without
quotes are caused in the following scenario: by default, if you create a
contact in the Outlook address book, Outlook will generate the display in
the following format "First Name, Last Name (Email Address)". If you send
the message using the "Outlook Address Book", Outlook will set the display
name in the email header resolved from the address book without a quote
In one word, the quote for the identical email address is caused by the
different way you send the message. If you send the message using Outlook
Address Book, you cannot see the quotes, while you send the message by
"Reply", the quotes appea.

I have the same problem and I wish someone could explain the single quote. I have not found ANYTHING in Help defining when it occurs. I have posted a couple times on the issue, but nobody has an answer.
