What is the extension of the file? oft, msg? If this is the case you need to
use Outlook for this.

Recently, an online vendor has included attachments to the messages they
send.
Calling their Customer Service got me nowhere.

Using a hex editor, I see the following near the beginning of the attachment

Microsoft Mail.Note

What software am I supposed to use to view the file?

Try adding .msg or .oft and see if it opens correctly. I'm not sure whether
it will work as msg files are normally marked with IPM.NOTE or
IPM.APPOINTMENT or IMP>STICKYNOTE etc...

Well I guess you just need to ask the sender then in what program he/she
created it. Also ask from what OS it's sending (could be MAC OS as well).

Good Luck!
