Do you have *ANY* Service Packs installed on your machine?

Message Properties shows for YOU: Microsoft Outlook Express 6.00.2600.0000

That version of OE is from before XP SP1.

SWAG: If you do not even have SP1, that may be the reason that you do not
see "Turn off advanced text services for this program"

How to tell what Service Pack is installed...
Start | Run | Type: winver | Click OK

If it does not say Service Pack 1 or 2, you do not have any SP.
If it says Service Pack 1, you do not have SP2.
If it says Service Pack 2, you have SP2.
