My win 2000 won't complete boot

I have been trying for the last three weeks to get my Dell Optiplex 300 up and running.
The thing takes what ever I load but still hangs at the splash screen for Windows and then reads Windows is starting up..with no progress(- left for 12 hrs). I have hit various keys to get it running (didn't work)
I have:
1. Tried both the rescue and console repair
2. I have reloaded Win 2000 - same problem
3. Popped in a new hard drive this weekend and loaded win2000 - same problem
4. I reformatted the hard drive and loaded xp - same issue.

Any and all help would be appreciated - I need to get this up and running asap. Kids have presents that are to be played on the PC.

Assuming that you're trying to load Win2000 from an original CD (rather than
a pirated copy),
this sounds like a hardware problem. If it was my machine then I would talk
to Dell.
