My start menu and Taskbar have dissapeared

Try moving your cursor down to the bottom of the screen and slowly move it
up until it becomes a double-headed arrow. Left-click and drag up. The
taskbar may have been inadvertently dragged all the way down.

I assume this is one user account of multiple users on one PC. Have you run
full scans on the drive with an up to date AV program and a malware program
such as
Malwarebyte's Anti-Malware which is a good free program that can be
downloaded from here:

When in that user account, can you press ctrl-alt-del to bring up the task
manager? If so, can you use "new task" button to run: explorer.exe? If
you can get Windows to start, then use some of the various Windows tools to
check for problems.

Two points:

1. Please ask your questions in the body of the message, rather than
in the subject line. I almost missed your question entirely.

2. The task bar is resizable, like a window, and it can be set to zero
lines high. That may be your problem, and fixing that should be the
first thing you should try. You may have accidentally resized it to
zero lines high. Put the cursor on the bottom of the screen and move
it up and down slightly until it turns into a double-headed arrow.
Then click and drag it to the size you want.

If that doesn't work, it may be zero lines high on another side of the
screen, so try on all four sides.

Finally, if none of those work, go to
http://www.kellys-korner-xp.com/xp_abc.htm, click T, then under
Taskbar, click Taskbar is Missing.
