My Rules work 90% of the time - what happens the other 10%?

Hi

My rules work around 90% of the time maybe even a bit more.

However occasionally my emails are all dumped in the inbox with no
processing of the rules.

What is going on here?

is that the 10% of the time that outlook is loading? if so, know issue...
mail begins downloading before the rules engine loads.
