Three things to check:
1) Is the object a single object or is it a grouped item?
2) Go to Tools--> Options, Edit tab and see if any of the bottom three
options got turned on. If so, uncheck them and see if you can rotate items
again.
3) Is the object in a placeholder?
Final question: Does this happen on all objects or just on certain ones? If
certain ones, is there anything in common about the objects?
