My Recent Doc EMPTY

I have followed these instructions and still my recent
documents folder remains EMTPY. Any know why this is?

Right-click Start/Properties/Customize/advanced.
Under Recent documents, click to select the List my most
recently opened documents check box, click OK,

Restore Recent Documents (Line 55)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
