There is a packard bell newsgroup that may help with your problem:
alt.sys.pc-clone.packardbell

What - including contacting PB support? This is a Microsoft newsgroup, what
makes you think anyone here can assist you with a PB recovery disc. Only PB
can do that.

Make sure you don't have to boot from the disk to use it. Maybe that is the
problem. By the way, where are you that you own a Packard Bell computer? I
haven't seen of those in about six or seven years, since they were asked to
cease and desist in selling computers in the United States. They are
incredibly unreliable and were caught using remanufactured components in
what were supposed to be new systems. Hence the invitation to go somewhere
else.

If you've upgraded or added hardware since the computer was new, remove it.
If the system isn't exactly the was it was when it was new, the recovery
disks often don't work.
