My NOTEPAD is not working

When I try to use NOTEPAD it says this is not a user program. I got this
computer from a friend so I'm not sure what they had done to it. I guess I
was really just wondering if there is somewhere where I can download regular
NOTEPAD. Thanks.

It is reinstall time. If someone messed with notepad.exe, then who would
know what else is lurking on your computer?

There may be other, less traumatic, ways to solve your problems, and I am
certain that others will tell you.

Here's a little trick to fix it
Notepad.exe lives in the Windows folder
Delete the Notepad.exe file, do nothing for a few seconds and a new exe will
appear.
Run Notepad from that exe.
