My Download Rate is extremely slow is it becoming a problem

Hello i got a new Dell Optiplex GX520 to test software with and the download
rate has been very slow every since i got it i have 768 DSL and on my other
computers i achieve at least 200 kb per second but on this computer the most
i achieve is 138kb/s and it starts to go down gradually until it reaches
17kb/s and just stays there my system specs are 2.8 Ghx processor and 1 Gig
RAM

I am new to the forum so i didn't know where to post this
