The "My Computer" window is very slow to open or does not open at all
causing the machine to lock up.

You haven't provided any useful info for troubleshooting. What is the OS
and SP level, is it updated, did it ever work right? When did this problem
start? What changes were made between the time it started and when it
worked? Is this in all accounts or just one? What happens in safe mode?
What happens from start | run | explorer, ok? What is the malware status of
the computer and how is that checked?
