My computer slows to a halt after running for a few minutes, although CPU Usage is below 10%! Why?

BLAAAAAAAAAAAAH.

My computer is laggy as all HELL and is operating HORRIBLY. I System Restored 6 times, all the way back to a month ago. VirusScan found nothing. Adware scans found nothing. Spyware scans found nothing. Windows Updates and Support don't help. Only 0-10% of the CPU is being used according to the Task Manager at all times, but the computer is still running HORRIBLY.

The computer is fine when it starts up, but after it runs for a while, half an hour MAX, it becomes incredibly slow and unstable. Someone suggested something might be eating the RAM or the computer may have overheated, but I have no idea what either of those mean. I dunno what to do. The computer has never given me any warning messages or error messages--it's just running poorly

Any advice?

How much ram do you have. Do a alt ctr del and look at the performance tab
and see what is going on with the page file usage and ram. What are your
system spec's..?
 
I'm using a Dell 8300 with 512 MB of RAM and an 80GB HD

When I click the performance tab, it always shows the CPU usage between 0-10%

The Pagefileusage indicator sometimes shoots up high, but I don't know what that means. It's generally very low

I don't know how to check the status of the RAM.

See if when the system gets slow, if the pagefile goes hi, and how hi...?
The ram usage is on the same page, it says Physical Memory and under that it
says Total then Available and System Cache. See what those numbers are when
the system gets slow. Are you on the net when it gets slow or any particular
program running when it happens. Has it always been this way or when did it
start. What programs do you have running on start up...?
