My computer is hanging; a system restore doesn't help.

My Emachines T1860 running WXP started hanging on boot. I took it to a
repair shop. They said there was nothing to do but to reload the system
from the original disks.
I did that and it still hangs.
I called another shop and they said reloading isn't enough, as it doesn't
get rid of viruses. They have to put three hours of work into it to get rid
of the viruses.

Does that make sense? Is there anything I can do to fix it myself?

No, it does not make sense. Most shops charge a three hour minimum. Unless
tyou have alot of data on the drive that needs recovering then the three
hours is alot more than it would take to reinstall the system from scratch.
If you have already reinstalled your system and it is still freezing then it
is most likely not a virus, 99.9. And, it sounds more like a hardware issue.
Did you format the drive and do a reinstall or did you only do a repair. If
it is a virus infection then a repair would most likely not work. If you can
get into safe mode then you could scan to verify if the issue is actually a
virus. When you went through the reinstall/repair process did the same
symptoms occur during the process. If it is a hardware issue then it should
have happened during the reinstallation/repair process. What part of the
boot is XP freezing at. What are the system beeps that you hear during boot.
If you only previously repaired XP then you will want to consider an FFR
(Fdisk, Format, Reinstall) that way you know you have completely wiped the HD.

This should work if the issue is a garden variety virus, but if it is
something like chernobyl.
