my account administrator has been deleted

My account administrator has been deleted. I was trying to do a system
restore because my computer looks like windows 98 version, there is only one
sign in name available and it is not an administrator. It keeps telling me to
switch to an administrator but I can't because it is not there. What can I
do??
 
At start up or restart,tap the F8 key,select safe mode,enter xp as the
Administrator,make a new account.

The password being requested is that of the built-in
_Administrator_ account, not the password for any other administrative
user accounts that the computer's owner may have created. Unless the
owner deliberately set the Administrator's password via the Management
Console (_not_ the Control Panel), it's probably still blank. WinXP Pro
asks the installer to set the Administrator's password during
installation, but WinXP Home doesn't.

Failing that, Linux-based password cracking utilities abound on the
Internet, freely available to anyone who can use Google.
