Whenever my sysytem is shut off. It will not reboot without going through a
re-activation. How can I resolve this?

Thank you for the help. I read the ACTIVATION TROUBLE
paragraphs and was able to sucessfully perform Par #1.
Do outward change, still had to reactivate.
Para # 2 suggests starting in SAFE mode and removing two
HKEY_USERS file/folders. I have neither of the two
"CRYPTOGRAPHY\PROVIDERS" files in my system.
Any other suggestions?

select Properties from the context menu that opens. You're now looking at
the General tab of System Properties. If you've got SP 2, it'll say so right
there.
