OE is not available in Vista.
Identities were removed from WM.
You can set up all your accounts in WM and use message rules to send them to
different folders.
You can set up different Vista User accounts with a mail account in each.
Or purchase this:

Read on.

You cannot install OE on Vista computers.

In Windows Mail you can separate your incoming emails
with message rules, but that gets messy with 7 accounts.
Also, although the correct account identity will be used
when replying or forwarding, that is not the case when
originating a new email; you would have to choose the
desired account identity from a dropdown menu.

A better solution would be to upgrade to Windows Live Mail.
It has separate system folders for each account, and while
working from a given account it will select the correct
identity when originating a new email.
