One way:
Sounds to me like the programs have been installed for the one user only.
Open windows explorer (right click <Start> and select 'Explore'). Navigate
to
<c:\documents and settings\*user*\start menu\programs> (where *user*=your
user name). If the program icons are all there, you have to cut and paste
them to <c:\documents and settings\all users\start menu\programs>. Then
they will be visible to other users as well. Curiously, some programs will
automatically install to "all users" and some only to the user who does the
installation. Doesn't seem to be any rhyme or reason to it. Hope this helps.

Another way:
Logged on as yourself, right-click the Start button and select "Open".
Double-click the "Programs" folder and find the program you want
everyone to have.
Now, right-click the Start button again and select "Open All Users".
Double-click the "Programs" folder.
Now - drag the folder with the program icons from your "Programs"
folder into the All Users --> Programs folder.
