Boot the machine in safe mode (press F8 during POST). Run
msconfig.exe again and turn off (uncheck) diagnostic startup. Reboot
to normal mode.

It still didnt work i need some1 to help i have already tried taking off diagnostic startup yet it still doesnt work

Kyle:

You're either still in diagnostic startup or you've got some serious
errors. What made you select diagnostic startup to begin with? Were
you having some kind of a problem with your setup?

No...I had problems with my screen flickering too much and closing games for no reason or minimizing them

The flickering may have been caused by a low video refresh rate that
you were using. Refresh rates of 75hz or higher will usually
eliminate flicker. Yours may have been set lower. A possibility....

As for the games closing or minimizing, that may be related to video
problems. Sounds like you may have your video card setup wrong or are
in need of new drivers. I really don't know what has happened since
you entered diagnostic startup. It sure sounds like you're still
starting up in diagnostic mode.

Do you by chance have DirectX 9 installed?

You may have to do a repair installation of XP to get things back to
normal so be prepared for that. If possible, make a backup of
everything you can before running repair. To learn how to do a repair
go here for instructions:

Good luck.

K i'll try but just in case is there anything else like any other ways to get it back?

Next would be to boot in Safe Mode and from that run System Restore to
go back to the day before you made the changes

Wait I found the problem...The services that were disabled still havent started back up...so how do i get the services running again?

I am curious Kyle, did you ever find a solution to this problem? I have a
very similar one and lost my printer, sound, device manager and my antivirus
and cannot get any of these back. I hope you can share with me how you
resolved this, because I did the same and did a diagnostic start-up in
msconfig. Thanks...

I have the same problem, Most services in my computer are disabled, including
device manager, system restore, network, I did run sfc /scannow and that did
not help. I am unable to find help also. Kelly

Clean you system of Malware and if this does not allieviate the problem you
will need to do clean install. Sometimes it is easier to re-install than to
fix the issue. Make sure you are protected after the clean install...

Have a look in the System and Application logs in Event Viewer for
Errors and Warnings and post copies here. Don't post any more than 48
hours ago.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

HOW TO: View and Manage Event Logs in Event Viewer in Windows XP
http://support.microsoft.com/kb/308427/en-us

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer. Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.
