Multiple Popups on Startup

OS: Windows XP home
When the PC starts up, I get multiple popups until the PC stops running.
Task Manager shows 60 or more instances of Iexplore. Tried starting while
disconnected from internet, ran ad-aware and spybot, shutdown, re-connected
internet, and on startup, same thing. PC virtually useless in this state. Any
suggestions?

Update Ad-Aware and Spybot S & D and run them in Safe Mode.
