Multiple Page Templates

I am trying to create a template that is originally one page with a header
and footer, but that can span multiple pages. Each page should have a header
with a graphical background and some information, and a footer with a
signature line and a name underneath the line. I can't figure out how to do
what I want to do without making multiple files.

Anything that you put in the header or footer will be repeated on every page
(automatically as you add pages). Is that what you want?

The problem is that what I want in the "header" and "footer" doesn't fit into
the typical header and footer categories... I need to put a graphic with a
large amount of information typed on it on the top, and the footer needs to
be a signature line with the person's name underneath the actual signature
line.

That can certainly be done using headers and footers. In fact it IS the way
to do it.

There is no limit to what you can put in a header or footer. (Almost)
anything you can put anywhere else in a document can be put in a
header/footer, and if it is wrapped, it can appear anywhere on the page.
