multiple copies of outlook running

Lately I have been experiencing problems whenever I try to run Outlook
2003 on Windows XP Home Version

Most of the time, when I click to open the program, it appears nothing
happens. However, when I check under Task Manager, I find that
Outlook.exe is running, sometimes multiple copies. The only thing I
can do then is to kill each process and try to open it again. At that
stage it will sometimes run but most of the time asks me to start in
Safe Mode.

What's the problem?

Have you tried some of the usual troubleshooting techniques like:
- running ScanPST.EXE on your PST file
- creating a fresh profile in the Control Panel > Mail applet
 
A possibility. If you are set to single click to open then when you double click on Outlook 2 instances will try to open which can take a long time to show up on your monitor. Meanwhile in Task Manager it shows the 2 instances.

Something is holding Outlook open. See if something here helps:
