Multiple Cells to meet certain critira to give a True/False answer?

Hi,

I am trying to work out how many children in a class have progressed 2 levels or further in 2 subjects in their recent tests. i.e. i am trying to see if john smith has progressed 2 levels or more in both english and maths and then I will count them to see how many children accomplished this in the class. I have already calculated in another colum how far they have progressed in each subject so i just need either a true or false answer or 1 and 0.

e.g.

john smith has progressed 2.4 levels in english and 1.4 in maths so i would like the answer to be false/0
will jackman has progressed 2.7 levels in english and 2.6 in maths so i would like the answer to be true/1

Please can any one help as I think I have just been doing it to long and am trying to make it to compleicated.
