Yes, why do you need to do it? You could dig around in the registry but
have a look at www.dslreports.com/tools and run the Tweaks test page. Make
any recommended changes and reboot for them to take effect. If any changes
are needed the results will point you to a utility called DrTCP that will
make the registry changes.
