That behaviour is not normal, so something is wrong.
Is it slow to respond for every document or just some documents?
If it's just some documents, then see:

If the problem happens with all documents, then try the following.
I doubt that old temporary files hanging around will be the cause, but it
never hurts to clean them out.

Since the File > Page Setup dialog relies on information from the printer
(eg it displays the paper sizes the printer uses), try downloading the
latest printer driver for your version of Windows from the web site of your
printer manufacturer.
