MSVCR71.DLL was not found

I'm trying to install some 3d party software on my new installation of
Windows XP Professional and am getting the error, "This application has
failed to start because MSVCR71.dll was not found. Re-installing the
application may fix this problem." I've re-installed the program with the
same results.

Help would be appreciated!

Note that the file "MSVCR71.dll" (Microsoft® C Runtime Library) is not
shipped with WinXP. Therefore, any application that requires this file
has to install that file if not already present. Contact the Tech
support of that third-party software.

Addendum: You may want to install the "Microsoft .NET Framework 1.1" in
order to obtain that file. Double-check with your third-party software
if the "Microsoft .NET Framework 1.1" is required to run this software.
