msvcr70.dll error

Whenever I start up AOL Instant Messenger (AIM) it will
operate properly for a minute or two. Usually after the
second response or so from he person I'm chatting with, I
get the "AIM is having difficulties and must close" If I
look at the details, the error signature is:

AppName: aim.exe AppVer: 0.0.0.0 ModName: msvcr70.dll
ModVer: 7.0.9466.0 Offset: 000013d6

I have the same problem with Turbo Lister, the bulk
lister for Ebay. It fails on startup. When it fails, the
error signature is:

AppName: tl.exe AppVer: 2.3.1.0 ModName: msvcr70.dll
ModVer: 7.0.9466.0 Offset: 000013d6

Any ideas how I can solve this problem? These seem to be
the only two programs that are thusly affected. I've
uninstallled and reinstalled each several times, but to
no avail.

People on the Ebay site say this is a windows problem.
Other than the appname and the appversion, everything is
the same. Is it possible that both programs require the
msvcr70.dll file and it's found in winsys, as opposed to
the individual programs? Could it be that the dll file,
normally located in winsys, is missing or corrupted,
causing both programs to fail?

This is the Visual C Runtime Library. It's included with
network apps such as aol and msn and some media
players/tools. Check for a version of visual c runtime on a
download site and try to install that package. In windows
the file is normally located in C:\windows\system32
