MSN Stock Quote Add-In (msnsq.exe) doesn't install

Running Win2000SP4, & Excel 2002SP2 on a Dell Prec. Workstation. I have
tried installing this add-in from the web and also from a folder, always
with the same result. It appears to be installing until I get a dialogue box
stating "Failed to download settings from the internet." After thias
attempt to install, the add-in shows as available from within Excel but is
non-functional, and has an abreviated tool-bar associated with it.
