I installed MSN9 on a windows XP system with 2 user
accounts. MSN9 works fine on one account ( The one I was
logged into when I installed it ) . On the other account ,
when I try to connect to the internet , it stops and gives
me the message " Unable to find proper dial-up credentials
on this computer " . How do I fix this so that I connect
to the internet from either account ?

I had similar problem. Part of the problem was from my Norton (Symantec) Firewall that was keeping the MSN 9 Installer from connecting properly. After disabling the Firewall from admin, switch to the 2nd user and delete the dial-up numbers (CTRL-SHIFT-F12) and then re-run the Connection Settings wizard from the sign-on screen. I still had some problems and ended up creating a new user id after MSN 9 was successfully installed on the admin account, and then copied the user files, settings, favorites, etc., from the old user to the new one. It is working now.
I got this all done by the MSN phone support (after going to 3rd level), which they did say there were some known issues
