msmsgs

If I recall correctly, I removed all reference to msmsgs.exe in the
registry, then msmsgs itself from the filesystem by renaming it. You have
to close msmsgs as running task first. Removed msmsgs for just the same
behavior it exhibits that you mentioned.
You won't be able to run ms messenger afterwards, if that's an issue.
 
I keep using msconfig to keep msmsgs from starting up but it keeps coming
back. How should I kill it for good?

By going into the program itself and disabling "launch program when
Windows starts". Also, disable it in Outlook Express and disable the
contacts pane.

Thanks, Wesley. I used the following at the dougknox link you suggested. If
thou I got an error message it seems to have worked.
If you prefer to remove Windows Messenger manually, click Start, Run and enter the following command:
RunDll32 advpack.dll,LaunchINFSection %windir%\inf\msmsgs.inf,BLC.Remove
