msiexec.exe -- File Help Needed

I know this is a MS program/utility that assists or controls installing
software.
My questions are:

1. Can this item become corrupted?

2. Can a new file be d/l'ed and installed to correct it?

You may try unregistering and reregistering Windows Installer:-


msiexec.exe /unregister

msiexec.exe /regserver
