.msi will not install

When I double click a downloaded .msi file I get a message that says "an
argument is different - OK" and the file will not install. I am runing win
XP home SP2 with all the latest fixes.
 
Right-click on the .msi file and select "Install".

Reinstall was no help. Double click still will not install and no install on
right click.
 
I was trying to install Microsofts base line security analyzer. I found out
that I can install a .msi file from the command line with msiexec.exe /i
"file name".
