After running the system configuration utility, I found in the start up tab,
a programm "msdev23". Several posts mention that this is a malware and must
be removed. Is that true? Maybe is that the reason I get the error message:
"msdev23 windows no disk"?

It is possible that a msdev23.exe file is malware. Upload the suspected
file to:

<https://www.virustotal.com/>

After the file has been analyzed, post the report URL to this thread.

Although it doesn't hurt to do as you suggest, it really isn't
necessary. A google search on it quickly confirms that it's malware.

If you upload the file to some site that analyzes it and that site
says it is infected or it is the virus itself, then what are you going
to do with that information? You will still have the file and the
infection and your problem.

Download some good free scanning software, install it, update and do a
complete scan. Suggestions:

Malwarebytes http://malwarebytes.org/
SuperAntiSpyware http://www.superantispyware.com/
AVG http://free.avg.com/

After those, if you still have a problem (or it resolves your problem)
please let us know.
