My computer doe not seem to be able to find the following
file: C:\Program Files\Common files\Install
Shield\Professional\RunTime\0701\Intel32
\DotNetInstaller.exe" cannot access a necessary
file "mscoree.dll". What does this mean and how can I
resolve the problem?

That belongs to the .NET Framework. Try reinstalling the .NET Framework
from:
