On an HP Pavilion zt1130 notebook, XP-HE, 512ram, I
suddenly cannot bring up IE. I can open other programs, I
can go online with my local ISP as well as with AOL, but
in neither case will IE6 load, whether I try from the
quick launch bar or from the desktop shortcut. I also had
a problem shutting down - programs wouldn't close until I
just turned the computer off. So I decided to run Norton
SystemWorks (2002 but up to date) One Button Checkup. It
found one error it could not fix: "C:\Program Files\Common
Files\InstallShield\Professional\RunTime\0701\Intel32
\DotNetInstaller.exe" cannot access a necessary
file, "mscoree.dll." When I Googled for that file, various
sites said it applied to .NET and was not necessary. So
I'm at a loss as to what to do. I did install
DragonNaturallySpeaking a day prior to this IE problem.
Could it be related? Would uninstalling DNS be of any
help? Thanks for any help

Thank you, Patti. That fixed the persistent error. But I
still have a problem with IE. I left the Internet
connection on and waited, and it did load after 7 minutes,
but the page never loaded, and when I tried to close it, I
got the "not responding message" and another instance
opened - same thing. Took me about 6 or 8 instances before
I was out of it - but it never did load a Web page. Should
I start a new thread?

No - guess I'll try that - as well as the other
suggestions offered.
Does IE open from Start>Programs?

No it does not - the hour glass appears for several
seconds, then disappears. Minutes later the IE window
opens, but is not really working. When attempting to close
it, the "end program" box says, "This program is not
responding."

Yes, I have now uninstalled DNS - rebooted - nothing has
changed; IE still will not load properly - same thing
happens. So now I will try Kelly's suggestions - but it
may take awhile; have other obligations this afternoon.

You're welcome, Dana.

For the IE problem, try the following:

1) If you upgraded to SP1, there should be an entry in Add/Remove Programs
for Internet Explorer with SP1. Choose to repair IE6 with SP1

if the above doesn't solve the problem, or doesn't apply, then.....

2) Go to Start>Run and key in each of the following, hitting ENTER after
each and clicking on Yes or OK (can't recall offhand whether the button says
Yes or OK) when you receive a message regarding the item being successfully
registered.....
regsvr32 urlmon.dll
regsvr32 shdocvw.dll
regsvr32 mshtml.dll
regsvr32 msjava.dll
regsvr32 browseui.dll

if the above doesn't solve the problem, then.....

3) reinstall IE by going to Start>Run and keying in the following command
(you'll need to have the XP install CD at the ready):
rundll32.exe setupapi,InstallHinfSection DefaultInstall 132
%windir%\Inf\ie.inf

if the above doesn't solve the problem, then....

4) follow the instructions in Method 2 in this MSKB article:

The Setup file for IE6 SP1 is available from here:

If you have another browser installed on the notebook, you can d/load the
Setup file for IE6 SP1 directly to hard drive, then run it. If not, the
Setup file is only about 480KB in size (when you run Setup, it then connects
to the 'net to d/load the remainder of the necessary files)....you could
d/load it to floppy disk from a computer that has a working browser, then
put that floppy in the Notebook and run IE6 setup.

I have Win XP-SP 1a - but it shows only a Remove button.
Also have Internet Explorer Q832894 - the change/remove
says it will uninstall and restore toprevious
configuration. Should I try either of these? (Haven't yet
gotten beyond this step.)

No, use neither. Follow Kelly's advice (sfc /scannow) and report back.

CD - only the system recovery CDs, which wipe out
everything (I've had to do that a couple times, and want
to avoid it if possible. Too time-consuming reinstalling
programs etc)

So I guess I can try 4) in one of the suggestions - I do
have AOL installed for downloading - also have a USB
portable hard drive I use to keep the laptop up to date
with my desktop files daily, so no problem if I have to
download to the desktop first.

My only question is on Kelly's Cleanup page - there are so
many things to do, I hardly know where to start; which
would be the most likely.

One other thing that occurred to me today - Prior to this
problem, I was online and closed down before I saw the
icon and I realized Windows Update was in process of
downloading something. Could that be at the root of my
problem and point to a more direct solution?

To assure a clean install, your anti-virus application should be disabled
and all other running processes closed before installing anything, including
Windows Updates.
