mscoree.dll - what is it

I have just bought a brand new Dell PC 8300 - but when I run Norton system
works I get the following error message:

C/Program Files\Common Files\InstallShield\Professional\Run
Time\0701\Intel32\DotNetInstaller.exe'' cannot access a necessary file,
''mscoree.dll.''

Can anyone tell what this and how I rectify this?? I cannot find this file
on the Win XP disc that came with the PC.

The missing "mscore.dll" file is not missing. Nor is there a problem
with Windows XP or Norton's Win Doctor. All you have to do is go
to Windows Update and download the update called ".NET Framework".
Once you have restarted your computer, check for Windows problems
using the Norton Win Doctor and it should be fixed.
